| |  The Urban 95 Planned Area Development (PAD) project is located at the southwest corner of 95th Avenue and Missouri Avenue located in the Yucca District of the City of Glendale, Arizona. The site, comprised of approximately 45 gross acres, is bounded by the Missouri Avenue alignment to the north, 95th Avenue to the east, the Loop 101 Freeway to the west, and the Agua Fria Town Center to the south. Previously, the site has been utilized for agricultural production and did not contain any developed structures.
Currently, the site is accessible from 95th Avenue. The Loop 101 Freeway is located directly west of the site with accessibility from Camelback Road. Approved and proposed projects to the north will complete the 95th Avenue alignment between Camelback Road and Bethany Home Road, providing access to the Loop 101 Freeway via Bethany Home Road in the future. Also in close proximity to the site are the Jobing.com Arena, University of Phoenix Stadium and Westgate City Center. The City of Glendale Municipal Airport is located approximately two and one-half miles west of the site.
Urban 95 is proposed as a multi-use destination offering a variety of office, retail, hotel, entertainment and residential uses. The project is intended to be a compact urban environment integrating moderate to high-density residential dwellings, retail uses, employment opportunities and related amenities. The proposed plan also includes vehicular and pedestrian accessibility to adjacent properties, structured and surface parking, and a village green open space located through the core of the project.
The Urban 95 project has proposed the following land use program, the details of which are discussed further within the PAD application that will accompany this Minor General Plan Amendment request. A total of 3.0 million square feet is anticipated to be developed including: |

| Urban 95 seeks to integrate numerous land uses which effectively accommodate pedestrian and vehicular traffic and provide for a wide variety of tenant seNices. Urban 95 will arrange a mix of uses to include a major commercial core, signature office tower, hotels, service retail, and various residential opportunities. Additionally, the site will provide a significant recreational open space element which will create a centralized active area and this amenity will provide a pedestrian oriented environment for both residents and non-residents.
The office and residential components of the PAD will create the need for uses such as restaurants and retail shops to support Urban 95 residents and daily workers alike, hotels to provide lodging for business clients and nearby housing available for office employees. The proximity to University of Phoenix Stadium and the Westgate City Center makes this an ideal location for a main street retail and urban entertainment mixed-use development. The intensity of the surrounding area with the sports facilities, Loop 101 Freeway, and other mixed use projects will create a vibrant atmosphere in the booming western core of Glendale.
This project will serve the current trend and interest in urban and pedestrian friendly lifestyles that fit well within the mixed-use concept. The overall vision of this mixed-use project is to:
